Our opinion is based on a five point scale, from 1 (worst practice) to 5 (best practice) derived from FAO guidelines (see here). The ICES score is scaled by us to the same criteria. The boundary between a score of 1 and 2 is the FAO-consistent limit reference point in a formal assessment (i.e. the point below at which a stock is judged to be at increasing risk of collapse) or a Inshore Sea Fisheries Committee informal and uncontroversial assessment to the same end.
